Temporary Heritage Planner (1 Position)

Job Description

THIS IS A TEMPORARY POSITION FOR APPROXIMATELY EIGHTEEN (18) MONTHS

Duties and Responsibilities
(These set out the principal functions of the position, and shall not be considered as a detailed description of all the work requirements).
• Manage all projects relating to cultural heritage. Includes interaction and relationship building with St. Catharines Heritage Committees, the public, external agencies and staff from City and Regional departments.
• Prepare recommendation reports to Council on cultural heritage matters in consultation with the St. Catharines Heritage committees. Acts as a staff liaison to the St. Catharines Heritage Committees.
• Manage heritage designated properties and heritage districts in accordance with the relevant legislation and heritage workplan priorities.
• Develop and maintain the Heritage Registry.
• Actively pursue the identification, assessment and protection of cultural and heritage resources.
• Manage the use of allocated City funding for heritage preservation, education, promotion and research.
• Advocate for cultural heritage interests on various applications, permits and studies.
• Review and critique heritage impact assessments.
• Manage certain land development applications, with a heritage or cultural context.
• Advocate for heritage and cultural preservation, promotion and education in the Official Plan and Zoning By-Law as part of updates and amendments.
• Manage non-heritage land development applications as needed.
• Negotiate and facilitate resolution of conflicting heritage interests between various stakeholders including, but not limited to, municipal departments, outside agencies, the public and land development interests.
• For matters under appeal, participate in Local Planning Appeal Tribunal (LPAT) proceedings (formerly the Ontario Municipal Board), Conservation Review Board proceedings or similar proceedings, including preparation of written submissions and presentation of evidence.

Position Requirements:
• A degree from a recognized University in Planning or equivalent, with a specialty in Cultural Heritage.
• A minimum of four (4) years of progressively responsible experience in municipal planning with direct heritage experience.
• Knowledge of current trends and best practices in culture and heritage preservation, education and implementation tools.
• Demonstration of continuous improvement to remain current in the field of heritage and cultural matters.
• Current knowledge of The Planning Act, the Ontario Heritage Act and other related legislation and regulations and planning methodologies.
• Excellent customer service skills.
• Superior communication skills, both verbal and written, particularly report writing and presentations.
• Excellent resolution and negotiation skills.
• The ability to establish and maintain effective relationships as necessitated by work assignments.
• Creative problem-solving.
• Ability to complete complex assignments with minimum supervision.
• Working knowledge of AMANDA, or similar property data management systems, and Microsoft Office.
• A demonstrated commitment to enhancing a safety culture.

Pay Group 10 – Minimum $71,352 annually; Maximum $80,151 annually
Expected Work Location: City Hall
Hours of Work: Currently Monday-Friday 8:30am – 4:30pm
